Compendium to Federal Motor Vehicle Safety Standard 214-Side Door Protection

July 1994

This standard specifies requirements for crush resistance levels in side doors of passenger cars, light trucks, buses, and multipurpose passenger vehicles to minimize the safety hazard caused by intrusion into the occupant compartment in a side impact accident.

This partial Compendium has been assembled directly from the Dockets for Federal Motor Vehicle Safety Standard 214 at the Docket Room, rm 5109, at the National Highway Traffic Safety Administration, U.S. Department of Transportation, Washington, D.C. A docket is a collection of documents pertaining to a specific area within the Federal Motor Vehicle Safety Standards. The Compendium contains the complete collection of Federal Register Notices for Standard 214. Information pertaining to the design and testing of the Side Impact Anthropomorphic Test Dummy (SID) has not been included in this Compendium except to clarify parts of the FMVSS 214 standard.

If applicable, a General Reference (GR) bibliography list and/or a list of interested parties who commented to the Federal Register notice follows the notice. Documents contained in the General References and copies of other responses can be obtained in full if necessary. Compendium to Federal Motor Vehicle Safety Standard 214-Side Door Strength

1. Docket 2-6, Notice 1     ANPRM     32 FR 14278     October 14, 1967

This notice is to announce that NHTSA is considering the issuance of a Federal Motor Vehicle Safety Standard specifying requirements to limit the amount of intrusion or penetration on exterior impact, including side impacts into passenger compartments of passenger cars, MPVs, trucks, and buses.

2. Docket 2-7, Notice 1     ANPRM     32 FR 14278     October 14, 1967

This notice is to announce that NHTSA is considering the issuance of a Federal Motor Vehicle Safety Standard specifying requirements for rates of energy absorption and crush characteristics on exterior impacts including side impacts compartments of passenger cars, MPVs, trucks, and buses.

3. Docket 28-3, Notice 1    ANPRM     33 FR 14971     October 5, 1968

This notice is the initial proposal of a comprehensive program in which the goal is to supply the consumer with information concerning safety and other performance characteristics of motor vehicles including side impact intrusion. Information is being requested on the resistance to lateral intrusion of passenger compartments of passenger cars and multipurpose passenger vehicles including specific comments and proposals concerning static and/or dynamic test methods.

4. Docket 28-3, Notice 2     Info          33 FR 18382     December 11, 1968

This notice is the subsequent proposal to the above October 5, 1968 ANPRM. The purpose of this notice is to request additional information regarding providing consumers with information on the degree of side intrusion protection afforded occupants during side impact.

5. Docket 28-3, Notice 3     Extension 34 FR 17          January 1,1969

This notice is to extend the time to file comments to the above December 11, 1968 Federal Register notice.

6. Docket 28-3, Notice 3     NPRM 35 FR 813             January 21,1970

This notice is to provide further notice and opportunity for comments for an NPRM that would require manufacturers of passenger cars to provide consumer information on side intrusion protection for the passenger compartment. Other changes in wording from the previous proposal have been made for clarity.

7. Docket 2-6, Notice 2       NPRM 35 FR 6512            April 23,1970

This notice proposes a new motor vehicle safety standard, which would set minimum strength requirements for side doors of passenger cars, on the basis of a test substantially similar to specifications for the consumer information requirement.

8. Docket 28-3, Notice 4     NPRM 35 FR 11245          July 14,1970

This notice is to provide further opportunity for comments on changes to this NPRM requiring manufacturers of passenger cars to provide consumer information on side intrusion protection for the passenger compartment. A log of responses to this notice is attached.


9. Docket 2-6, Notice 3       Rule 35 FR 16801             October 30, 1970

The purpose of this notice is to add a new motor vehicle safety standard that sets minimum strength requirements for side doors of passenger cars. The standard differs in only a few details from the notice of proposed rulemaking published on April 23, 1970.

10. Docket 28-3, Notice 5    Terminate 35 FR 17057     November 5, 1970

This notice terminates rulemaking proceedings on consumer information regulations dealing with side door strength. The issuance of FMVSS 214-Side Door Strength (the above October 30, 1970 Federal Register notice), substantially reduces the usefulness of consumer information on the subject.

This notice is to deny petitions for reconsideration by General Motors, Morgan Motor Co., and Checker Motors Corp. for changes to the side impact standard.
